Residents of Malpur-Sandholi form ‘Paryavarn Sangharsh Samiti’ to take action on Pollution issues
Illegal Dumping at Kenduwal continues; BBNDA was to set up 9.7 crore solid waste facility: Samiti
The residents of villages under two Panchayats Malpur and Sandholi, came together to form a local platform called ‘Paryavaran Sangharsh
Samiti’, to fight for the right for clean air and water for the residents of the area. The move was prompted by the increased pollution and hazards due to the illegal Municipal Waste dump and the dysfunctional common effluent treatment plant (CETP) in their area.
The Samiti has resolved to take action against the erring authorities who are responsible for the open dumping of solid waste from Baddi
town in Kenduwal. Sukhdev Singh, resident of Malpur and Vice Chairperson of the Samiti said, “The BBNDA was supposed to build a 9.7
crore ‘Integrated Solid Waste Management Facility’ on this spot where today they have created a foul smelling open dump. This is totally
illegal”.
The BBNDA in 2015 received an environment clearance for an ‘integrated solid waste management’ project provided 36 conditions were satisfied(Annexure 1). The components of the project, expected to cost about Rs 9.7 crore, included a receiving facility, a compost plant, a recycling plant, a secured landfill and a leachate collection unit (Annexure 2). But none of this exists on the ground. Since 2016 the Municipal Council of Baddi started throwing waste on the site where this project was to be set up. (Annexure 3)
The illegal dumping came to the notice of the environment ministry’s regional office during their half yearly compliance monitoring visit over a year ago (Annexure). The scientist, Dr. Bhavna Singh, who visited the site had reported the violations and recommended the immediate suspension of dumping given non-compliance. However, no action was taken on this front by the responsible authority, the Pollution Control Board, and the dumping continues to this day.
“We have approached the SDM, DC Solan, Secretary, Urban Development, The Pollution Control Board and the Ministry of Environment about this gross negligence on 19th July 2018 and have demanded that this illegal dumping be stopped and the site be immediately cleaned up”, said Rafiq, deputy secretary of the Samiti, also a member of the Gujjar Community.
The unscientific garbage dumping is posing a serious threat to not only the environment around, but also to the 32 members of Gujjar families in front of whose home the waste dump has been made. The Gujjar community, are a scheduled tribe, who practice their traditional livelihood of cattle rearing and are dependent on the public lands for purpose of grazing. Also, the dumping site is a breeding ground for flies, mosquitoes, rats, etc. and it has caused alarming increase in the incident of illnesses even to people who live in the neighboring villages. “We are also writing to the Scheduled Tribe Commission and will go to the court if there is no action by the authorities”, added Rafiq.
Members of the Samiti in the last month have initiated a mass RTI campaign asking authorities for information about the dump and the actions taken by them. “We have filed close to 100 RTI applications with different departments on this issue. We have no other way to make our voice heard”, added Dharampal, secretary of the Paryavaran Sangharsh Samiti.
Meanwhile the BBNDA has gone into damage control mode and has made announcements about fogging the area regularly to prevent smell and flies. “These are superficial steps and does not change the fact that for last two years the authorities have been sleeping when actually they had ample time to construct a proper waste management project if they wanted to. Our demand is clear that the waste can no longer be dumped here. The area needs to be cleaned up”, said Charan Das, resident of Sandholi and Chairperson of the Samiti.

मलपुर–संडौली के निवासियों ने पर्यावरण को बचाने के लिये ‘पर्यावरण संघर्ष समिति’ का गठन कियाकेन्दूवाल में गैरकानूनी डम्पिंग बरकरार, बीबीएनडीए ने 9.7 करोड़ की कचरा प्रबन्धन सुविधा लगानी थी: समिति
पर्यावरण को बचाने, स्वच्छ वायू और स्वच्छ पानी के अधिकार के लिये, मलपूर और संडौली पंचायत के निवासियों ने मिलकर 8अगस्त 2018 को ‘पर्यावरण संघर्ष समिति’ नामक स्थानीय मंच का गठन किया। यह कदम लोगों ने इलाके में गैरकानूनी कचड़ा डम्पिंग के खतरों और बेकार पड़े सीईटीपी की वजह से लगातार बढ़ते प्रदूषण को देखते हुये लिया।
समिति ने केन्दूवाल में बद्दी शहर के ठोस अपशिष्ट (कचरे) को खुले में डम्प करने के लिये जिम्मेदार विभाग के अधिकारियों पर कार्यवाही करने के लिये विचार-विमर्श किया। सुखदेव सिंह, निवासी मलपूर और समिति के उपाध्यक्ष ने बताया कि “केन्दूवाल में अभी खूले में कचरे का ढेर लगया जा रहा है जो की पूरी तरह से गैरकानूनी है। इसकी वजह से इलाके में सांस लेने में मुश्किल हो रही है, इस जगह पर बीबीएनडीए ने 9.7 करोड़ की “एकीकृत ठोस कचरा प्रबन्धन सुविधा” लगवानी थी”।
बीबीएनडीए को 2015 में पर्यावरण मंत्रालय की ओर से ‘एकीकृत ठोस कचरा प्रबन्धन सुविधा’ के लिये पर्यावरण मंजूरी मिली थी। इस योजना के लिये 9.7 करोड़ रुपये की लागत का अनुमान लगाया गया था, जिसमें कचरे के अधिग्रहण, कम्पोस्ट प्लांट, रिसाइक्ल प्लांट, सुरक्षित लैंड्फिल और रिसाव संग्रह इकाई आदि बनने की योजना थी। लेकिन धरातल में इनमें से कुछ भी मौजूद नहीं है। बल्कि जिस जगह पर यह परियोजना बननी थी वहां 2016 से नगर परिषद, बद्दी खूले में कचरा फैंक रहा है। पर्यावरण मंत्रालय का ध्यान गैरकानूनी डम्पिंग पर एक वर्ष पूर्व क्षेत्रीय कार्यालय की अनुपालन निगरानी यात्रा (साइट निरीक्षण) के दौरान गया। क्षेत्रीय कार्यालय की वैज्ञानिक, डॉ भावना सिंह, जिन्होंने साइट का दौरा किया था, ने नियमों के उल्लंघन की सूचना और सभी शर्तों की अनुपालन पूरी न होने तक डंपिंग की तत्काल निलंबन की सिफारिश मंत्रालय को सौंपी थी। हालांकि, इस सम्बंध में जिम्मेदार विभाग, प्रदूषण नियंत्रण बोर्ड ने कोई कदम नहीं उठाया, जिसके चलते आज तक डम्पिंग जारी है।
“हमने इस लापरवाही के खिलाफ एसडीएम, जिलाधीश सोलन, सचिव शहरी विकास, हिमाचल प्रदेश प्रदषूण नियंत्रण बोर्ड और पर्यावरण मंत्रालय को 19 जुलाई 2018 को पत्र भेजकर गैरकानूनी डम्पिंग पर रोक लगाने और जगह की तत्काल सफाई करने की मांग उठायी है”, रफीक ने बताया जो पर्यावरण संघर्ष समिति के उप-सचिव हैं और गुज्जर समुदाय के सदस्य हैं।
अवैज्ञानिक कचरा डंपिंग न केवल आसपास के पर्यावरण के लिए एक गंभीर खतरा पैदा कर रहा है, बल्कि डंपिंग साइट के पास रह रहे 5 गुज्जर परिवारों के 32 सदस्यों के लिए भी। गुज्जर समुदाय, जोकि अनुसूचित जनजाति की श्रेणी में आते हैं, ये अपनी पारम्परिक आजीविका, पशुपालन को चलाने के लिये शामलात या सामुहिक भूमि पर निर्भर हैं।
इसके अलावा, डंपिंग साइट मक्खियों, मच्छरों, चूहों आदि के लिए एक प्रजनन स्थल बन चूका है और इसके आस-पास के गांवों में रहने वाले लोगों तक भी बीमारियों की घटना में खतरनाक वृद्धि हुई है। रफीक का कहना है कि “हम अनुसूचित जनजाति आयोग को भी लिख रहे हैं और डंपिंग के लिये जिम्मेदार अधिकारियों द्वारा कोई कार्रवाई नहीं होने पर अदालत में भी जायेंगे”। पिछले महीने समिति के सदस्यों ने बड़े पैमाने पर आरटीआई अभियान शुरू किया है, जिसमें जिम्मेदार विभागों से कचरा डंप के बारे में और अधिकारियों द्वारा किए गए कार्यों के बारे में जानकारी मांगी गई है। समिति के सचिव धर्मपाल ने बताया कि “ हमने अलग-अलग महकमों से लगभग 100 आरटीआई भेज कर इस मुद्दे पर जानकारी मांगी है। हमारे पास आरटीआई के अलावा आवाज उठाने का कोई दूसरा तरीका नहीं है”।
इस बीच बीबीएनडीए ‘क्षति नियंत्रण मोड’ में चला गया है। बदबू और मक्खियों को रोकने के लिए नियमित रूप से क्षेत्र में दवाई के छिड़काव की घोषणा कर रहा है। बीबीएनडीए की घोषणा पर प्रतिक्रिया देते हुये समिति के अध्यक्ष और संडौली के निवासी चरन दास का कहना है कि “ये सतही कदम हैं और इस तथ्य को नहीं बदल सकते हैं कि पिछले दो वर्षों से जिम्मेदार विभाग सो रहे हैं। जबकि उनके पास उचित समय था कि वो अपशिष्ट प्रबंधन परियोजना बना सकते थे। हमारी मांग़ साफ है की केन्दूवाल पर कचरे को फैंकना बन्द किया जाये और इस जगह की सही ढंग से सफाई की जाए”। संघर्ष समिति के सदस्यों ने कहा कि यदि प्रदूषण का नियंत्रण करना है और बद्दी क्षेत्र के पर्यावरण को बचाना है तो नागरिकों को स्वयं संगठित होकर कदम उठाने होंगे।
