हिमाचल प्रदेश के विभिन्न महिला संगठनो ने स्पिति के महिला मंडलों के खिलाफ राजनैतिक और प्रशासनिक रवैये और पुलिस प्रतिक्रिया का पुरजोर खंडन करते हुए महिला मंडलों के पक्ष में समर्थन जाहिर किया है| 9 जून को जन जातीय क्षेत्र स्पिति के मुख्यालय काज़ा में महिलाओं ने स्थानीय समुदाय द्वारा लगाये गये लॉकडाउन की अव्हेलना करते हुए प्रवेश को लेकर विरोध प्रदर्शन किया था | स्थानीय प्रशासन द्वारा दबाव डालने की मंशा से कई सारी महिलाओं पर क़ानूनी मामले दर्ज किये गये हैं| 9 जून को महिला मंडल, युवा मंडल और व्यापार मंडल के कुछ सदस्य प्रशासन को स्थानीय लॉकडाउन को पूरी तरह से लागू रखने को ले कर ज्ञापन सौपने गये थे | जब उन्हें पता चला की जनजातीय मंत्री और क्षेत्र के विधायक श्री राम लाल मारकंडे जी भी 15 गाड़ियों में सवार अपने सहयोगि दल के साथ स्पिति में प्रवेश करने वाले हैं तो वहां सैंकड़ो की तादाद में मौजूद लोगों खासकर महिला मंडल के सदस्यों ने उनके प्रवेश पर विरोध प्रदर्शन किया और उनसे लॉकडाउन के नियम को पालन करने की मांग की |

हालांकि जून के पहले हफ्ते से देश और राज्य में सरकार द्वारा लॉकडाउन में ढील देने का निर्णय लिया गया था परन्तु महामारी के फैलाव के खतरे और स्पिति की अत्यंत नाजुक, दुर्गम और सवेंदनशील भौगोलिक परिस्थितियों को देखते हुए हिमाचल के इस सीमांत जन जातीय क्षेत्र में 17 मार्च को क्षेत्र के अलग अलग संगठनों, युवा मंडल, महिला मंडल, स्वयंसेवी संस्थाएं, पंचायत प्रतिनिधि, और सामाजिक प्रतिनिधियों ने मिल कर क्षेत्र को कोरोना मुक्त रखने, लाक डाउन को प्रभावी बनाने के लिए कई कदम उठाये . पिछले तीन माह से स्पिति के लोगों ख़ास कर महिलाओं ने इसी सन्दर्भ में सक्रीय भूमिका निभायी है प्रशासन के साथ मिलकर कोविड को लेकर जन जागरूकता के लिए काम हो या फेस मास्क बना कर क्षेत्र में वितरण करना, महिला मंडलों ने हर प्रयास में नेतृत्व के साथ भागीदारी दी. गैर स्थानीय लोगों के प्रवेश पर प्रतिबंध लगाना हो या फिर क्षेत्रीय व्यक्ति के बाहर से प्रवेश करने पर 15 दिन की क्वारनटाईन प्रक्रिया को सफल रूप से लागू करने का निर्णय हो, – महिला मंडलों के माध्यम से इनको कड़े तौर से लागू किया गया. एक तरफ जन स्वास्थ्य सुविधाओं का अभाव दूसरी ओर क्षेत्रीय दुर्गमता के चलते ऐसी सुविधा तक पहुँच में मुश्किल , के चलते कोविड जैसी महामारी क्षेत्र यहाँ के लोगों के लिए घातक साबित हो सकती है. पर्यटन के लिए मशहूर होने की वजह से लोगों को यह भय भी था कि लॉक डाउन खुलते ही कहीं बाहर से लोगों का आना शुरू न हो जाए. और इन्ही सब कारणों के चलते महिला मंडलों द्वारा 9 जून को मंत्री जी को भी आने से रोका गया. गौर करने की बात है की महिलाएं उस समय बिना 15 दिन के क्वारंटाइन की प्रक्रिया का पालन किये TAC के सदस्यों द्वारा बाहर से लाये जा रहे मजदूरों के खिलाफ आपत्तिय व्यक्त करने गयी थीं |

किन्नौर के महिला संगठनों की प्रतिनिधि रतन मंजरी ने निराशा व्यक्त करते हुए कहा कि “जब एक छोटे से क्षेत्र के लोग इस तरह के सकारात्मक प्रयास करते हैं तो सरकार और उसके नुमाइंदों का नैतिक फ़र्ज़ है कि इस में स्थानीय जनता का सहयोग करें. परन्तु यह अत्यंत निंदनीय व निराशाजनक बात है कि 9 जून के प्रदर्शन के बाद क्षेत्र के महिला मंडलों पर लगातार दबाव बना कर उन का उत्पीड़न किया जा रहा है”. इसमें न केवल महिलाओं को मंत्री जी से माफ़ी मांगने के लिए प्रशासन तथा पार्टी के प्रतिनिधियों ने लगातार दबाव डाला बल्कि सरकारी विभागों के माध्यम से जिन स्थानीय महिला कर्मियों ने प्रदर्शन में भाग लिया उनको कारण बताओ नोटिस जारी किये गए और 21 जून को कई महिलाओं को काज़ा पुलिस थाने में पेश होने के लिए सम्मन दिया गया जिसमें धारा 341, 143, 188 का मुकदमा पुलिस द्वारा पंजीकृत होने की खबर महिलाओं को मिली. प्रशासन और पुलिस की यह कार्यवाही न केवल बेबुनियादी तरीके से जन जातीय समाज की महिलाओं को दबाने का प्रयास है बल्कि सत्ता के अहंकार और दोगले व्यव्हार का सबूत भी है | “जहाँ एक तरफ प्रदेश में लॉकडाउन का उल्लंघन करने वाले लोगों पर स्थानीय प्रशासन द्वारा IPC की कड़ी धाराएँ लगायी गयी हैं वहीँ दूसरी ओर जब स्पिति की महिलाओं ने लॉकडाउन के उल्लंघन का विरोध किया तो उलटा उन्हीं पर क़ानूनी कार्यवाही की जा रही है” हिमधरा समूह से हिमशी सिंह ने कहा| प्रशासन और पुलिस द्वारा यह कार्यवाही सरासर गलत है और सरकार और सत्ता में बैठे प्रतिनिधियों की पुरुषवादी और गैर-बराबरी की मानसिकता को दर्शाती है |महिलाओं को चुन-चुन कर उन पर मामले दर्ज कर के प्रशासन ने यह साबित कर दिया है कि यह कार्यवाही महिलाओं और जन जातीय समाज में भय पैदा करने और उनकी स्थानीय मुहीम को कमज़ोर करने के लिए की गयी है. हम स्पिति की महिलाओं का पूर्ण रूप से समर्थन करते हैं और इस सरकार और पुलिस की नाजायज़ कार्यवाही का घोर खंडन करते हैं.

देश में जन जातीय क्षेत्रों और समुदायों को एक ख़ास संवैधानिक दर्जा दिया गया है. स्पिति जन जातीय क्षेत्र की महिलाओं ने अपने समाज और क्षेत्र की सुरक्षा में बखूबी भागीदारी निभायी है. इस पूरे जन स्वास्थ्य संकट से निपटने के लिए पूरे राज्य और देश में महिला मंडलों, आशा वर्कर और अन्य महिला स्वास्थ्य कर्मियों ने मुश्किल परिस्थितियों में भी सक्रिय भूमिका निभायी हैं. गौर करने बात है की सामाज की सुरक्षा का सबसे बड़ा बोझ महिलाओं के कन्धों पर ही होता है क्योंकि गाँव -परिवार में भरन पोषण और देखभाल के काम का ज़िम्मा असामान रूप से महिलाओं के हिस्से में आता है. “स्पिति की महिलाओं के खिलाफ प्रशासन द्वारा उठाया गया कदम हमारे समाज की सभी महिलाओं के आत्म-सम्मान पर सीधा वार है”, पर्वतीय महिला अधिकार मंच की विमला विश्वप्रेमी ने कहा.

प्रदेश के विभिन्न महिला संगठनों ने स्टेटमेंट जारी करते हुए यह मांग की कि काज़ा पुलिस द्वारा इन मुकदमों को तुरंत वापिस लिया जाए और किसी भी माध्यम से स्थानीय महिलायों को डराना धमकाना व प्रताड़ित करना बंद किया जाए.

Issue solidarity statement in support of Spiti Tribal Women

Close to 20 women, representatives of various organisations, women’s groups as well as concerned individuals from across Himachal have issued a solidarity statement in support of tribal women of Spiti, after the local administration initiated police action against 190 women for a protest held by them at Kaza earlier in June. On the 9th of this month, hundreds of representatives of Mahila Mandals apart from some youth and other residents from Spiti carried out an agitation to protest the violation of the ongoing self-imposed lockdown in the region amidst apprehensions of spread of Corona pandemic in the region. Initially a delegation of local representatives of Mahila and Yuva Mandal had initially gone to make a submission to administration in this regard.On learning that Shri Ram Lal Markandey, MLA from Lahaul Spiti and Tribal cum Agriculture Minister along with a large contingent of 15 vehicles was entering the region, hundreds of women and other locals gathered to carry out a protest demanding that the lockdown norms not be broken.

Local residents have highlighted that even before the imposition of the lock down there was serious concern amongst the tribal community of Spiti about the pandemic given its remote geographical location and socio-economic vulnerabilities. Given the tribal lifestyles and dependence on each other for their livelihoods, social distancing within the community was close to impossible. The absence of public health facilities would have meant that any spread of Covid would have unleashed a threat to the very existence of this tribal community. In this scenario for the last four months the local people especially the Mahila Mandals have worked relentlessly to facilitate quarantine of local residents returning from outside, making masks and also guarding against people from outside the region visiting the region. The local committees had resolved that each and every person entering from outside would have to observe 15 days quarantine. It needs to be noted that the women were already agitated by the continued pressure of some members of the Tribal Advisory Council to bring labourers from outside to the area.

“Despite being well aware of this context, the local administration instead of attempting a dialogue with the protestors has initiated police action against women who were simply asking that the local resolutions be duly followed and respected”, said Ratan Manjari, leader of Mahila Kalyan Parishad, Kinnaur.. The women have made it amply clear that they had no political motives and neither anything personal against the Minister. Not only were summons issued selectively against some women representatives of Mahila Mandals but they are being heckled to issue an apology and harassed by the administration on a daily basis with some or the other excuse. Some departments have also issued show cause notices to their local women staff who participated in the protest. Apparently cases have been registered under IPC sections 341,143 and 188.

“We condemn this harassment of the tribal women by police and the local administration. Whereas across the state legal action was initiated against those violating the lock down, when local people made the demand that lock down rules be followed in their area, the police has in turn initiated action against them. This reflects the double standards, high-handedness and patriarchal nature of the government agencies and the State. We also believe that this unjustified action of the police is to create fear amongst the local community” said Himshi Singh of Himdhara Collective Notably, Spiti is a schedule V area and the constitution empowers the communities for self governance. Further, the women of the region seem to be well aware that if there is a Covid outbreak there then they, who already bear the burden of care and nurturing work in the family and community, will be burdened even further. “It is rather unfortunate that women are expected to be present to welcome political representatives but when they have a genuine issue to raise about the actions of the same representatives they are silenced and repressed. In such a scenario how will women even be considered equal citizens of our democracy?” said Vimla Vishwapremi of Parvatiya Mahila Adhikar Manch.

The open statement has demanded that the charges against the tribal women of Spiti be dropped and that their harassment and repression by the local administration be immediately stopped. The local administration must acknowledge and support the participation and leadership of the local tribal community, specifically the Mahila Mandals and work together to maintain the safety and security of the region.
