Yet another hydropower project disaster devastated property, lands and livelihoods in Himachal Pradesh. This time in a 25 MW hydropower project executed by the Megha engineering Infrastructure Limited (MEIL), whose penstock/tunnel failure caused seepages which turned to a flash flood and landslide devastating farmlands and property in Multhan village and market in the Chhota Bhangal (Barot) region of Kangra district, Himachal Pradesh. This documentary film compiles testimonies from the affected area, a day after the disaster took place on 10th May 2024. The evidently shaken up residents call out the absence of proper assessment of environmental impacts apart from willful negligence, corruption and the company-government nexus compromising local communities’ constitutional rights. While the implementation agreement of the project was signed in 2008-09 with Hyderabad based KU hydropower limited, the company that executed the project is MEIL (with a full stake in KU hydro). MEIL is also been under scrutiny for being the second largest donor of electoral bonds. Multhan’s residents are demanding an immediate technical and financial audit of the project apart from compensatory measures. This is not a one of a kind incident and such disasters are repeatedly seen in hydropower and mega infrastructures across the Himalaya. Other significant ecological fallouts of these projects include loss of riverine ecosystems and deforestation. These impacts are further exacerbated and complicated by fast changing climatic conditions with increasing frequency and intensity of extreme events – a risk that nearly all planning and regulatory authorities have failed to take into account. Questions of transparency, accountability, democratic governance on one hand, and sustenance of mountain ecology and societies, on the other continue to loom large in the age of mindless greed and accumulation.

एक और जलविद्युत परियोजना जनित आपदा ने हिमाचल प्रदेश में संपत्ति, भूमि और आजीविका को तबाह कर दिया। इस बार मेघा इंजीनियरिंग इंफ्रास्ट्रक्चर लिमिटेड (MEIL) द्वारा क्रियान्वित 25 मेगावाट की परियोजना में पेनस्टॉक/सुरंग की विफलता के कारण रिसाव हुआ जिसने अचानक बाढ़ और फिर भूस्खलन का रूप ले कर छोटा भंगाल (बरोट,कांगड़ा) क्षेत्र के मुलथान गांव और बाजार में खेत, दुकाने और घर नष्ट किये जिससे तकरीबन 80 परिवार प्रभावित हुए हैं। यह डॉक्यूमेंट्री फिल्म 10 मई 2024 को हुई आपदा के एक दिन बाद प्रभावित लोगों के कथन का संकलन है। आपदा से दहले निवासी खुल के कंपनी द्वारा लागातार की गयी लापरवाही, तकनीकी विफलताओं, भ्रष्टाचार और स्थानीय समुदायों के प्रति प्रशासनिक रवैये के अलावा पर्यावरणीय प्रभावों के उचित मूल्यांकन के अभाव की बात करते हैं। मुल्थान के निवासी क्षतिपूर्ति उपायों के अलावा परियोजना की तत्काल तकनीकी और वित्तीय ऑडिट की मांग कर रहे हैं। गौरतलब है कि 2008-09 में हैदराबाद स्थित केयू हाइड्रोपावर लिमिटेड के साथ हिमाचल सरकार ने इस परियोजना का समझौता किया था, परन्तु परियोजना को क्रियान्वित करने वाली कंपनी MEIL (केयू हाइड्रो में पूर्ण हिस्सेदारी रखती) है। गौर तलभ है कि मेघा इंजिनीयरिंग या MEIL इलेक्टोरल बांड में योगदान देने वाली दूसरा सबसे बड़ी दानदाता होने के कारण भी जांच के दायरे में है।यह आपदा कोई अनोखी घटना नहीं है और पूरे हिमालय में जलविद्युत और बड़ी निर्माण परियोजनाओं में ऐसी आपदाएँ बार-बार देखी जाती हैं। इन परियोजनाओं के अन्य महत्वपूर्ण पारिस्थितिक परिणामों में नदी सूख जाने और वनों की कटाई शामिल है। जलवायु संकट के दौर में चरम घटनाओं की बढ़ती आवृत्ति और तीव्रता के साथ ये प्रभाव और भी अधिक तीव्र और जटिल हो गए हैं – एक ऐसा जोखिम जिसे लगभग सभी योजना और नियामक अजन्सियों ने अनदेखा किया है। अंधाधुन उपभोग और पूंजी की लूट के युग में एक ओर पारदर्शिता, जवाबदेही, लोकतांत्रिक शासन तो दूसरी ओर पर्वतीय पारिस्थितिकी और समाज के अस्तित्व के सवाल और जटिल हो कर मंडरा रहे हैं।
