Independent Panel will record testimonies of affected people
Environment action groups, Him Parivesh based in Nalagarh and Him Dhara, Environment Research and Action Collective will be organising a people’s ‘Public Hearing on Industrial Pollution in the Baddi Barotiwala Nalagarh Industrial Area’ on 5th April 2014 in Gurudwara, Kaduwana at Baddi. The Public hearing is an open platform for pollution and mining affected people from across the Baddi Barotiwala Nalagarh area to come and given written as well as oral submissions to a eminent panel of experts.
Heavy extraction of ground water, ground water and river pollution, toxic air pollution, fly ash and solid waste dumping have been the key problems that have arisen in the area in a stretch of almost 35 kms with 21 Panchayats and 115 villages being affected. 6-7 small streams flowing into the Sarsa river, a tributary of the Sutlej have been badly polluted. Several fish kills and protests by farmers from downstream areas in Punjab have occurred.
Even the Central Pollution Control Board has recently classified this area as “critically polluted” and yet the Minister of Commerce under pressure from the State government has extend the industrial subsidies package to Himachal Pradesh upto 2013 which may be further extended to 2020.
River level has gone down, irrigation channels/schemes have been effected and several bridges have been damaged as a result of rampant and illegal river bed mining. Stone crushers have added to the problem of pollution because of the dust. Villages residing along the river bed have also been impacted as a result of these ecological changes.
Based on the testimonies recorded at the hearing the panel will prepare a report on their key observations. “We have extended invites to the HPPCB and BBNDA officials to attend the hearing and we hope that they will come and listen to the grievances of the local residents and take necessary action”, the organisers added.

5 अप्रैल 2014, शनिवार को बद्दी में गुरुद्वारा कड़ुआना साहिब में हिम परिवेश और हिमधरा समुह औद्योगिक प्रदूषण पर जन सुनवाई का आयोजन कर रहे हैं। यह बी. बी.एन. इलाके के प्रदूषण व खनन प्रभावित लोगों के लिए एक मंच है जहां लोग इन मुद्दों पर अपनी बात जाने-माने विषेशज्ञों के पैनल के आगे पेश कर सकते हैं और यह पैनल लोगों कि शिकायतों को रिकार्ड कर इनकी रिपोर्ट सरकार के सामने रखेगा।
लगभग 35 किलोमीटर क्षेत्र में फैले 115 गाँव आज इस औद्योगीकरण की कीमत भुगत रहें है – भू-जल अंधाधुंध निकाला जाना, भू-जल एवं नदी-नालों का प्रदूषण, वायु में धूल मिट्टी से प्रदूषण, फ्लाय ऐश (धूड़) और कचरे की डंपिंग और खेती की भूमि का बेकार होना इस के उदाहरण हैं। इस इलाके की प्रमुख नदी सरसा बुरी तरह से प्रदूषित हो चुकी है जिसमें जब-तब भारी संख्या में मछलियों का मरना जारी है। केंद्रीय प्रदूषण नियंत्रण बोर्ड ने भी बद्दी-बरोटीवाला-नालागढ़ औद्योगिक क्षेत्र को “संकटपूर्ण रुप से प्रदूषित” क्षेत्र का दर्जा दिया है और राज्य सरकार के दवाब में आके वाणिज्य मंत्रालय ने औद्योगिक सब्सीडी को 2013 से बढ़ाकर 2020 तक कर दी है।
आज बेतहाशा खनन कि वजह से न केवल नदियों का जलस्तर 20 से 40 फीट तक नीचे जा चुका है बल्कि इससे सिंचाई स्कीमों, कुहलों और पुलों कि हालत भी खस्ता हो गयी है। सरसा नदी के आस-पास के क्षेत्रों में भू-जल में भी गिरावट आई है । इलाके में अनेक स्टोन-क्रशर स्थापित होने से धूल से प्रदूषण की समस्या भी सामने आई है। हवा, जल व मिट्टी में प्रदूषण का सीधा प्रभाव यहाँ रह रहे लोगों के स्वास्थ्य पर प्रभाव पड़ रहा है। साथ ही खेती से जुड़ी आजीविका भी प्रभावित हुई है। इस क्षेत्र में पिछले वर्षों में स्थानीय लोगों ने प्रदूषण व खनन से जुड़ी कई समस्याएं उठाने का प्रयास किया परन्तु इन गतिविधियों पर रोक लगाने के लिए जिम्मेदार राज्य प्रदूषण नियंत्रण बोर्ड अपने कार्य में पूरी तरह से असफल रहा है। पैनल जन-सुनवाई में शिकायतों को लिखित और मौखिक रुप से रिकार्ड कर रिपोर्ट तैयार करके सरकार के सामने रखेगा।
