अंतरराष्ट्रीय महिला दिवस के अवसर पर हिमाचल प्रदेश के माननीय मुख्यमंत्री श्री सुखविंदर सिंह सुक्खू सिरमौर ज़िले में वन अधिकार अधिनियम (FRA) के तहत 29 व्यक्तिगत वन अधिकार पट्टे वितरित किए गए। अधिनियम की मूल भावना के अनुरूप ये पट्टे पति-पत्नी दोनों के संयुक्त नाम पर जारी किए गए, जिससे परिवार और समुदाय में महिलाओं के समान अधिकार और गरिमा को मान्यता मिलती है।
लाभार्थी परिवार मुख्य रूप से भूमिहीन और सीमांत किसान है, जो लंबे समय से अपने जीवन-यापन के लिए वन भूमि पर निर्भर रहे हैं। इस अवसर पर महिलाएँ स्वयं इन अधिकार पत्रों को प्राप्त करने के लिए समारोह में उपस्थित रहीं, जो उनके सशक्तिकरण और मान्यता की दिशा में एक महत्वपूर्ण कदम है।
लगभग 90% महिला लाभार्थी अनुसूचितजाति से हैं, और इनमें से 7 परिवार पूरी तरह भूमिहीन हैं। विशेष रूप से यह भी उल्लेखनीय है कि सिरमौर ज़िले में वन अधिकार अधिनियम के तहत दिए जाने वाले ये पहले अधिकार पत्र हैं। अधिकारधारियों के लिए यह पट्टा केवल भूमि का अधिकार नहीं, बल्कि सुरक्षा, गरिमा और भविष्य की आशा का प्रतीक है।
हालाँकि यह एक छोटी लेकिन महत्वपूर्ण सफलता है, लेकिन इसका प्रभाव व्यापक है। यह हिमाचल प्रदेश के लाखों सीमांत और भूमिहीन परिवारों, जो वन अधिकार अधिनियम के तहत अन्य पारंपरिक वनवासी (OTFD) की श्रेणी में आते हैं और वर्षों से बेदखली के भय में जीवन जी रहे हैं, उनके लिए आगे का रास्ता खोलता है।
यह उपलब्धि लगातार दस वर्षों के संघर्ष और सामूहिक प्रयासों का परिणाम है। इस प्रक्रिया में सिरमौर वन अधिकार मंच के बैनर तले संगठित समुदायों ने महत्वपूर्ण भूमिका निभाई, जिन्हें हिमधारा कलेक्टिव और सोसाइटी फॉर रूरल डेवलपमेंट एंड एक्शन (थलतुखोर, मंडी) का निरंतर सहयोग प्राप्त हुआ।
आज जब हम महिलाओं की शक्ति और संघर्षशीलता का सम्मान कर रहे हैं, तब यह भी स्वीकार करना ज़रूरी है कि संसाधनों तक पहुँच ही न्याय, गरिमा और समानता की दिशा में एक महत्वपूर्ण कदम है।
International Women’s Day – A Step Towards Justice and Empowerment
On the occasion of International Women’s Day, Hon’ble Chief Minister Shri Sukhvinder Singh Sukhu will distribute 29 Individual Forest Rights Titles under the Forest Rights Act (FRA) to eligible families in Sirmaur district of Himachal Pradesh. In the true spirit of the Act, these titles will be issued jointly in the names of both spouses, recognising the equal rights and dignity of women within their families and communities.
This initiative primarily benefits landless and marginal farmers who have long depended on forest land for their livelihoods. What makes this moment even more meaningful is that women themselves will be present to receive these titles, marking a significant step toward their empowerment and recognition.
Nearly 90% of the women beneficiaries belong to Scheduled Caste, and 7 of these families are completely landless. Notably this is the first set of titles to be given under FRA in Sirmaur district. For the right holders, this title represents not just land tenure but security, dignity, and hope for the future.
While this is a small but significant success, it carries a larger promise It opens the path for lakhs of marginal and landless that fall under the category of Other Traditional Forest Dwellers (OTFD) under FRA in Himachal Pradesh who have been living for years under the constant fear of eviction.
This milestone has been achieved after ten years of continuous struggle and collective effort. Communities organized under the banner of Sirmour Van Adhikar Manch played a crucial role in this journey, with the steadfast support of Himdhara Collective and the Society for Rural Development and Action (Thaltukhor, Mandi).
Today as we celebrate the strength and resilience of women, we also recognise that access to resources is a step towards justice, dignity and equality.
